"Make an offer" is similar to the Ebay feature that allows you to bargain with the seller: you can offer a different price to see if the seller finds it acceptable, and close the deal. I've never used it but it would at least open the door to a dialogue with someone in Sales at Everlast. Not sure who makes the decision about accepting or rejecting the Make An Offer proposals.
