When I tried welding chromoly tubing my ER70S-2 sticks to the work everytime I dab it into puddle. What I'm I doing wrong?

I'm using 3/32 and welding 1 5/8 .090 wall pipe. Is the rod grounding to the metal?
when a filler rod sticks to the weld you don't have enough heat in the puddle to melt the filler rod off,,,welding a thin wall pipe will not give you a big enough puddle to melt the filler rod unless the filler rod is very thin,,,try using a thinner filler rod that will melt off and flow into the puddle without cooling the puddle and sticking..
