Looking through this thread to see if it contains any answers.

Must remember to always Google search instead of forum search.

EDIT: Some links to eBay listings. I'd rather buy direct from Everlast if that's possible.

... as usual, the correct answer is just to order directly from Everlast. Three minutes on the phone with extension 202 and I'm set.

Getting back to the foot pedal mods. Someone on another forum suggested putting an op-amp follower in between the two pots, to keep the one from loading down the other one with its impedance. I ordered an op-amp, but mistakenly ordered it in surface-mount form factor instead of through-hole, so it was unusable. Some people can hand-solder surface-mount components; I can't.

While I was pondering my next step, I realized that if I was to implement a microcontroller-based solution, I could do a lot more than just limit max output (properly). I might-could add 4T functionality, or even low-frequency pulsing. (I'm not sure I would try high-frequency pulsing, because I'm not sure the welder is designed for it, since you could never articulate the foot pedal at 30 Hz). So now what I'm thinking is to build a box that plugs in between the pedal and the welder. The box has a digital potentiometer in it that is controlled by an Arduino. The Arduino manipulates the welder's heat output by simulating changes to the position of the pedal pot, via the digital potentiometer.

There are still a million ways this could fall apart and not work, but it's a lot of fun to poke at in the mean time.
