All gas cylinders sold in this country must have a DOT stamp. Depending on how they were tested will determine how long they are good for before requiring a retest. Even HF ones are certified. A hydrostatic test with a plus sign after it is good for a 10% overfill. A star means that the retest is 10 years instead of 5. When exchanging cylinders, make sure the one you get is not close to date, and you will never have to pay for a hydro test.
There are actually not that many companies that still make gas cylinders. It is a very specialized manufacturing process.
Mark has mentioned a few times that he has a roundabout way to get a bottle for little to no cost. Just find a deal on a used welder with bottle, then resell the welder and keep the bottle.
As you can see from the gas pricing, it's best to use the biggest bottle that you can. However, if all you can manage is a small one, you can start with that, then later it can become your backup/portable bottle when you get a larger one for the shop.
